Global Rights condemns the National Youth Service Corps (NYSC) for withholding the certificate of Ms. Rita Ushie Uguamaye despite completion of the mandatory service year, describing the action as part of a troubling pattern of responses to citizens exercising their right to freedom of expression.
The statement was issued by Damilola Decker, Program Officer, Civic Space Strengthening, Global Rights.
Ms. Uguamaye reportedly criticized policies of the Tinubu administration on social media, arguing they have adversely affected Nigerians’ welfare and security.
In response, NYSC allegedly extended her service by two months. Global Rights views the certificate withholding as an additional punitive step that undermines democratic norms and the rule of law.

Global Rights notes it had previously condemned the incident when first reported and expresses concern that authorities have escalated rather than resolved the matter, potentially delaying a peaceful end to the national service process.
The organization stresses that silencing youth voices who constitute a significant portion of Nigeria’s population undermines the country’s future and public trust in institutions.
Global Rights calls for the immediate release of Ms. Uguamaye’s NYSC certificate and for an end to any attempts to blacklist her or impede future employment opportunities.
The group reaffirmed its commitment to defending civic space and Nigerians’ rights to speak out, assemble, and participate in democratic life.
